    Burglaries under investigation Police are looking into a series of burglaries in the same block as large-scale acts of vandalism took place in 2009. Various tools were stolen from a series of homes on Carmel Street and Cobblestone Drive, which intersects Carmel. As one part of that issue, Curry County citizens shall decide whether the gross receipts tax will be increased to fortify the existing detention center and increase bed space, including additional beds for maximum-security detainees.     Health office near completion Carol Morgan of the Public Health Office in Portales said construction of the office's new building next to La Casa Family Health Center on Fir Street is ahead of schedule and she expects it to open March 1. Morgan said a crew of seven or eight people has been working on the building and is putting sheeting on the roof.
