    PORTALES – A Portales man has been charged in a shooting death that happened Tuesday morning. Armando Jimenez, 26, has been charged with voluntary manslaughter in the death of Justin Banks, 42. Jimenez is to be booked into the Roosevelt County Detention Center. Portales Police were investigating the Tuesday morning shooting death of Banks in the 900 block of West 16th Street.     Catalytic converters have been a recent target for thieves in Clovis according to Clovis Police. Captain Roman Romero of the Clovis Police Department reports that since the beginning of 2022 there have been 16 reports of catalytic converter thefts. Romero wrote in an email that five of those 16 incidents happened between March 20 and April 20.
