    In 2005, Portales and Clovis collectively held their breaths as Cannon Air Force Base was placed on the Base Realignment and Closure (BRAC) list. With a lot of hard work and lobbying by the public and politicians, Cannon received "enclave" status, and a new mission, Special Operations. But we must not become complacent.     In a recently released report by the Rio Grande Foundation, the 10 most populated cities of New Mexico were ranked according to their relative tax burdens. The study focused primarily on the property tax and gross receipts tax rates for Albuquerque, Alamogordo, Carlsbad, Clovis, Farmington, Hobbs, Las Cruces, Rio Rancho, Roswell and Santa Fe.     My wife has a holiday theory. If her husband announces plans to hang outdoor Christmas lights, it's time to prepare for a blizzard.     Roosevelt General Hospital Auxiliary The Nov. 21 executive committee meeting of the Roosevelt General Hospital Auxiliary was opened with president Linda Uttaro giving the prayer. Hospital liaison Amber Hamilton introduced Carol Dickenson, who will handle credit card purchases. Hamilton is now in charge of marketing and hospitality.     Glowing decor sat atop the tables in the Eastern New Mexico University Campus Union Ballroom Saturday. Some tables had Christmas trees and other holiday favorites.
