    A cosmetics company that has received nearly $2 million in financial assistance from the city is having issues opening its facility.   • ENMU president expects NCAA punishment

    Eastern New Mexico University's president said Tuesday he expects the college's eligibility issues to be cleared up by mid-November. He also expects some form of punishment from the NCAA because athletes were missing paperwork required to be kept by the college's compliance office.     ROSWELL — The Portales Lady Rams weren't able to duplicate a solid home win earlier this month over Class 4A Roswell High in Tuesday's rematch. The Lady Coyotes were in control most of the way and registered a 25-9, 25-19, 25-21 win over the Lady Rams, ranked No. 1 in Class 3A.     Acting police chief Mark Cage is among the three finalists for the city's police chief position. Veteran law enforcement officials Daniel Shawn Fullagar of Coppell, Texas, and Charles Douglas Jones of Jacksonville, Fla., are the other two candidates.
