    PORTALES — Eastern New Mexico University has appointed Matthew Grawrock as its interim athletic director, according to a school release. Grawrock, who has served the last three years as the college's associate athletic director for compliance and internal operations, began his duties Wednesday following the departure of Matt Billings.     The city of Clovis will have a state of the city address Wednesday afternoon, delivered by Mayor Mike Morris, according to a city release. The 2 p.m. address will take place at the North Annex of the Clovis-Carver Public Library, with limited seating available. The address will also be broadcast on the city's Facebook page at facebook.com/cityofclovis. The address will cover accomplishments and activities of the city in 2020, Morris' first year as mayor.     Curry and Roosevelt counties both ended up in unwanted territory when COVID-19 infections were updated over the weekend by the New Mexico Department of Health. Curry County confirmed 23 new cases of COVID-19 Monday, while Roosevelt County confirmed 14 in the DOH’s Monday report of 543 total cases.     CLOVIS — On Tuesday, County Manager Lance Pyle, gave a presentation to update the commission on the finalized preliminary budget during the County Commission’s regular meeting. Pyle said the operating budget for fiscal year 2022 is projected to be $45,308,519, up $7,236,554 from last year’s $38,071,965.     A Muleshoe teenager was killed and two other teens injured Sunday night in a single-vehicle crash on Curry Road 14. Rustin Baldwin, 17, of Muleshoe, was driving a 1998 Dodge pickup traveling east when it crashed into a pipe fence, according to a news release from Curry County Sheriff Wesley Waller.
