    Michael Shaughnessy teaches special education and educational studies at Eastern New Mexico University. He's also become a recognized expert on head injuries, brain trauma and concussions. Roads will be reduced to single lanes, beginning the first phase of a year-long project.     A group of Portales Junior High School students spent the year working on a project that used robotics to teach students math, engineering, teamwork and problem-solving techniques.
