Wondering why Gov. Bill Richardson vetoed the Senate’s capital outlay bill on Wednesday night?

State Sen. Gay Kernan, R-Hobbs, is convinced it’s because he wants lawmakers to approve his health-care package, despite the governor’s denial.

“What he’s doing is he’s sending us a message,” she said in a telephone interview. “He has certain things he’d like for us to pass and those things are not moving as quickly as he would like, so he’s sending us a message … to encourage us to give him what he wants.”

The capital outlay projects include $3.1 million for Curry County and $2.2 million for Roosevelt County.
