    The man arrested Monday for killing two Texico women had called the FBI last October and threatened to “murder a bunch of children” if they didn’t help find his missing daughter. The FBI made contact with Alek Isaiah Collins and he was placed in a mental facility at that time.     Clovis police are investigating the death of a Clovis man struck and killed by a hit-and-run driver Monday night. According to a news release from CPD Capt. Roman Romero, Vincent Galvan, 73, was found severely injured in the eastbound lane of West Seventh Street near West Street Monday around 11:15 p.m. Police and EMS personnel arrived on the scene, responding to a call to dispatch.     After more than a year of back-and-forth discussion, the city of Portales and Roosevelt County have agreed to an intergovernmental services contract. This new one has no financial contribution from either entity. Instead, it is services for services.     The state Supreme Court Monday upheld the intentional child abuse conviction of a Carlsbad man for the death of his 8-year-old daughter, whose body he dumped in a trash can. The victim was Clovis-born Samantha Rubino. In a unanimous decision, the Court rejected arguments by Juan Lerma that he failed to receive a fair trial.
