    Those who knew Kacee Lovato best say she was an inspiration to family and friends, a spirit who could take away another person’s pain with just a smile. To Kevin Gardells, Lovato could light up a room when she walked in the door.     A hospital stay shouldn’t be like a visit to the Twilight Zone but my wife’s stays certainly tend in that direction.     The 9th Judicial District Attorney’s Victim Impact Program was recently awarded a $5,000 grant from the U.S. Department of Justice, according to District Attorney Matt Chandler.
