    The former Portales Dairy Queen building is remaining vacant because Roma's Italian Restaurant will no longer be coming to Portales, Roosevelt County Community Development Corporation Director Doug Redmond said Tuesday. Mario Arjula, owner of Clovis' Roma's, had plans to open up a cafe-style restaurant, which would have served pasta and pizza, in late October.     Owners of Ashley Furniture in Portales are preparing to expand their services to Clovis at a location on Prince Street. Cassidy Self, part-owner of the store along with her father Max Merrick, said they wanted to open up an additional location in Clovis to better serve the community.     I'm getting rid of my little black book. It's not what you're thinking; I don't think I've ever owned a book for that purpose, let alone one with a specific color. My little black book is an idea repository, begun in 2006 and inspired by "Curb Your Enthusiasm." In the series, Larry David carried a notepad everywhere he went, and would write down funny ideas that would presumably turn into scripts later on.   • Deputy charged with battery placed on leave

    A Roosevelt County Sheriff's deputy charged with misdemeanor battery of a household member has been placed on paid administrative leave, according to Chief Deputy Malin Parker. Brian Encinias, 33, was arrested Saturday by Clovis police and charged for an incident in December. "He was placed on leave the day that we heard that he was under investigation for this arrest," Parker said. Parker said he has no idea on how long Encinias will be on paid leave.     The U.S. Department of Agriculture (USDA) introduced a new microloan program Tuesday designed to help small and family operations, returning veterans, beginning and socially disadvantaged farmers secure loans under $35,000, according to a USDA press release. The program is aimed at bolstering the progress of producers their start-up years by providing needed resources and helping to increase equity so that farmers may eventually graduate to commercial credit and expand their operations.     Amy Sears started college at age 33 to become an educator and to set a good example for her daughters.
