    The Portales City Council met Tuesday night and took the following action: - Opposed taking actions to hire a lobbyist in a 4-3 vote. Ward C Councilor Leo Lovett opened a discussion to hire a lobbyist for the city. The benefits he cited to acquiring a lobbyist for the city included, awareness in legislative sessions and stopping money being taken away from the city.     Lt. Mark Cage of the Portales Police Department and Roosevelt County Sheriff Darren Hooker said they plan to apply for the police chief position that will become vacant in September. Current Police Chief Jeff Gill has announce he plans to retire Sept. 21. Cage nor Hooker has submitted applications yet, according to city officials.
