Clovis sets legislative priorities for 2022

The Clovis city commission set priorities for requests for funding from the 2022 legislative session at its meeting Thursday.

After discussion, the commission ranked by way of priorities to bring before its legislators first Martin Luther King Jr. Boulevard reconstruction between 7th and 21 streets at an estimated cost of $1 million, second Ray Walker Recreation Center HVAC and roof improvements at a cost of $600,000, residential lighting third at a cost of $200,000 to start, fourth the Fixed Base Operator design for a building to house general aviation at the Clovis Regional Airport at $300,000, fifth city playground improvements for $375,000 and sixth Lyceum Theater Upgrades for $400,000.

Other sources of funding are available for other projects, including a fund by the governor, said City Manager Justin Howalt. Claire Burroughes, assistant city manager, suggested asking for a KABOOM grant for projects that did not make the list.

The Ned Houk Park and parking lot improvements did not make this legislative priority list.

In other business, the commission approved an increase in the full-service fuel rate at the airport from $1.00 to $1.30 a gallon for low lead gasoline and from $1.30 to $1.75 for Jet A fuel. The commission also approved an area-wide competitive rate for self-service fuel. Airport Director James Harris said these rates were intended to attract business to the airport and get consumers acquainted with purchasing their fuel in Clovis.

Harris said the self-service gasoline pumps should be installed and operating by mid-November.

The commission recommended continuing with Denver Air Connection for its Essential Air Service contract with the airport to make weekly flights to Dallas and Denver for a four-year term. The Federal Aviation Administration will make the final determination.

Approved an Intergovernmental Agreement between the Economic Development Department and the City of Clovis for Transmission Line funding for the Clovis Regional Airport. The city will also contribute an additional $500,000 from its American Recovery Program money.

Approved a water line extension agreement between the city of Clovis and EPCOR for a water transmission line to the airport.

The commission proclaimed Friday as Clovis Wildcat Marching Band and Wildcadettes Day in recognition of the many awards the band has won, including state Grand Champion on Oct. 23 at the Zia Marching Fiesta.

• The city commission will next meet at 5:15 pm Nov. 18 at the North Annex of the Clovis-Carver Public Library.
