Chicken ordinance moved to Oct. 5 meeting

CLOVIS — The Clovis city commission is scheduled to meet at 5:15 p.m. today at the North Annex of the Clovis-Carver Public Library — but it won’t be talking about chickens as expected.

Commissioners initially planned to discuss an ordinance covering backyard chickens in September, but the item has instead been moved to the Oct. 5 meeting.

Assistant City Manager Claire Burroughes said the change was due to not all commissioners being able to attend today’s meeting.

Agenda items scheduled today include:

• An intergovernmental services contract between the city and Curry County.

Under the agreement, the county would accept prisoners arrested for city ordinance violations into the Curry County Adult Detention Center and cover any necessary medical care. The city would provide various first responder services, library services and pest control.

• A report on the city’s Trek for Trash cleanup effort last Saturday.

• Recommendations from Interim City Manager Tom Phelps on position classification review, employee benefits and compensation plans for city employees. The work began June 2016 at the request of the commission.

• Emergency budget transfers for the Clovis Police Department for $30,000 to replace a damaged server.

• A $33,700 purchase of a new camera and video system for the commission room in the North Annex.

• Approval for the Cub Scouts and Boy Scouts to do their annual campouts Friday and Saturday. The groups request a waiver of fees, and will clean the site up in addition to a fire ring they have already constructed at the park.

• An evaluation of treatment requirements for the city’s wastewater plant to accept effluent water from Southwest Cheese. The work will be handled by CDM Smith Inc. for about $11,800.

• Construction management services for the reconstruction of Seventh Street from Norris Street west to Marlene Boulevard. The $139,247 will be paid to Souder Miller and Associates through grant monies.

• A T-hangar rental agreement for Clovis Municipal Airport. Leases will be on a monthly basis, renewable so long as rental payments are current. The agreement requires tenants to only use hangars for storage of operational and flyable airplanes and items of aviation usage. Any aircraft that is not operational and flyable must be made so within 12 months. The city can inspect a hangar, but must provide 24 hours notice to the tenant — who is allowed to protect the hangar with personal locks.
