Contractors not responsible for jail

I find new Curry County jail administrator Gerry Billy’s comment (in Wednesday’s article), “Obviously the person who built the jail had never built a jail before,” offensive.

“The person who built the jail” is obviously a contractor. A contractor places a “bid” for a specific job, which is laid out by an architect. The contractor awarded the contract must follow these specific blueprints.

This statement suggests “the person who built the jail” did so at their own hand. This blame rests on the shoulders of the architect’s ability/non-ability to interpret the needs of the facility.

Every contractor must work under the restrictions of the architect’s blueprint for the specific job. I feel the contractors serve as the sacrificial lamb in many instances.
