Water authority to clear fiscal year business

TEXICO — The Eastern New Mexico Water Utility Authority board has its monthly meeting at 1 p.m. today at the Texico Fire Station.

ENMWUA Administrator Orlando Ortega said much of the meeting agenda consists of “standard procedure” items pertaining to the “end and beginning of the fiscal year,” such as approval of service agreements and the FY2019 budget, annual insurance renewal and adoption of the FY2020-2024 Infrastructure Capital Improvement Plan.

Ortega said the extended schedule for processing bids on the Fixed Water 2 pipeline was still in progress, with two bid proposals received as of the July 12 deadline. That deadline was extended from last month, since a contract was originally set to be awarded today.

FW2 will consist of over seven miles of transmission pipeline, connecting with Cannon Air Force Base’s water delivery system and extending south and west to EPCOR’s water storage system and tanks at Martin Luther King Jr. Boulevard and Brady Avenue.

ENMWUA Chair and Clovis Mayor David Lansford said previously in a press release that FW2 will allow the authority “to utilize the pipeline in the interim," while continuing to build a pipeline from Ute reservoir.

Ortega said the two bid proposals will now be scored on two dimensions: strength and qualifications of the contractor, and the cost of the bid. He said Wednesday he could share more information on the proposals at the board meeting.

The new schedule aims for evaluation committee scores completed by July 25, an engineer recommendation of award letter Aug. 8 and a notice to proceed on construction before early November.

The board meeting agenda also includes reports on state and federal activities, project development activities and further updates from Lansford and Ortega.
