Traffic circle not much good

Let’s say I’m driving south or north on Norris Street in the center-most lane. As I come to 21st Street, I turn in front of the right-lane traffic to make a right turn.

I assume I would be pulled over and given a traffic citation.

Now let’s look at traffic going around our marvelous traffic circle.

Based on my intrepretation of the rules:

If I’m in the inside lane, it is perfectly OK to exit the circle in front of right-lane traffic.

Seems to me there’s something wrong with that picture.

Try that in a London traffic circle and your chances of getting smeared are pretty good.

Also, why was money spent on yield signs approaching the circle when they are ignored for the most part?

In fact, why was money spent on a traffic circle when lights with trippers would have done a better job?
