Meetings Watch — Roosevelt County Commission, May 21

The following took place at Tuesday’s Roosevelt County Commission meeting in the Commission Room at the Roosevelt County Courthouse.

• The commission appointed Kendell Buzard as the Roosevelt County representative of the New Mexico/Arizona Coalition of Counties Board. Buzard said he would go to a couple of meetings and see if he will be equipped to handle the position. If not, the county’s attorney Rick Queener will take the position as representative. The coalition is a non-partisan, nonprofit organization made up of four Arizona counties and 10 New Mexico counties. The coalition assists with the Endangered Species Act activities, legislative and regulations reform activities, National Environmental Policy Act activities and other issues.

• The commission approved the submission of an application to the New Mexico Financial Authority for the Public Project Revolving Fund Building application to pay for the remediation costs of the courthouse, including paying for a new HVAC system and electrical engineering. The loan will not exceed $2 million and it will be a 20-year loan, according to County Manager Charlene Webb. The remediation was due to the mold removal two weeks ago in the Roosevelt County Courthouse. Webb said in order to prevent mold from returning, the county will have to replace the heating and cooling systems. Submitting the application is not binding and the commissioners may secure a loan from a bank if they need to.

• The commission voted for retroactive approval of a memorandum of an agreement between the New Mexico Department of Health and Roosevelt County which provides $12,000 to pay for janitorial expenses at the Portales Health Office. Webb and Queener have already signed the memorandum to make the deadline for the memorandum.

• Approval of the application for New Mexico State Agency for the Federal Property Assistance program which the county can get surplus property from the agency. The property is donated by the agency.

• Roosevelt County Detention Center Administrator David Casanova reported 124 inmates in RCDC, including 19 women and 11 inmates from Colfax, 40 from Eddy and one from Curry County.
