Press Release: Curry, Roosevelt team for multiple arrests

On Monday November 02, 2009, Deputies with the Roosevelt County Sheriff’s Office, Deputies with the Curry County Sheriff’s Office and Investigators with the 9th Judicial District Attorney’s Office arrested Lucio “Chano” Torres, DOB: 09-17-75, in Roosevelt County.

Torres was observed in Roosevelt County after the vehicle he was operating had a flat tire. Torres fled on foot and was captured a short time later hiding on private property.

Torres had four felony level warrants for two counts of possession of a controlled substance, embezzlement, 2 counts of possession of a firearm by a felon, 3 counts abuse of a child, 2 counts possession of drug paraphernalia, 4 counts of aggravated assault against a household member, and negligent use of deadly weapon.

Torres is the older brother of Noe Torres who is wanted in Curry County for first degree murder.

Torres is being held at the Curry County Adult Detention Center. Bond information is unknown.

On Wednesday November 04, 2009, Deputies with the Roosevelt County Sheriff’s Office arrested Robert Encinias, DOB: 07-14-86, in Roosevelt County.

A girlfriend of Encinias was observed during a surveillance operation to locate Encinias. Deputies were allowed entry into a residence in the 700 block of North Ave J where Encinias was found hiding on top of a bed with numerous sheets and comforters hiding him.

Encinias had three warrants for his arrest for various charges with the highest offense being possession of a controlled substance. The week before Encinias led authorities on a lengthy foot pursuit avoiding capture. Encinias is being held at the Roosevelt County Detention Center on $8,200.00 bond.

On Thursday November 05, 2009, Deputies with the Roosevelt County Sheriff’s Office arrested Roy Montano, DOB: 02-20-65, in Roosevelt County.

Montano was observed in the 400 block of North Main at a house where he was known to associate. As deputies surrounded the house Montano attempted to jump from a bathroom window only to discover a deputy waiting there for him.

Montano then ran through the house to the front door where he was placed into custody.

Montano had three warrants for his arrest for armed robbery with a deadly weapon, possession of a controlled substance, possession of drug paraphernalia, and driving on a revoked license.

Montano is being held at the Roosevelt County Detention Center with no bond.
