DA: 2005 homicide suspect attempting to negotiate surrender

Clovis homicide suspect Noe Torres is trying to negotiate his surrender to authorities, said District Attorney Matt Chandler.

Chandler said Torres contacted his office Tuesday and insisted staff from the Fox TV show “America’s Most Wanted” be included in a conference call.

“He knows that we’re very close to capturing him. He’s attempting to negotiate a self-surrender and we’re more than happy to assist him with that,” Chandler said.

Torres, 29, is wanted in connection with the 2005 slaying of 10-year-old Carlos Perez.

Chandler said investigators spent more than three hours Tuesday on the phone with Torres.

Chandler said Torres had conditions for his surrender, but “we don’t negotiate with wanted murderers.”

This marks the second time authorities said Torres has contacted them since the boy's slaying.

Torres is sought by federal authorities and has been featured three times on “America’s Most Wanted,” but has evaded capture.

Carlos Perez was shot to death while sleeping in a bed he shared with his older brother.

Police have said his brother was the intended target of the shooting.

Four others have been convicted in the Perez case, including three on murder charges. One of the convicted killers, Edward Salas, escaped from the Curry County Adult Detention Center in August and remains at large.

“America’s Most Wanted” Producer Jenna Naranjo said Thursday she was joining a crew in Clovis to film for a fourth segment on the Perez shooting.
