    School board elections are on the horizon, and area districts are hoping to fill school board positions and pass items they feel are crucial to their continued operation. Candidates must declare intent to seek office between 8 a.m. and 5 p.m. Tuesday at their respective county clerk’s office. Write-in candidates must file by Jan. 3. A number of our teachers and principals discovered this recently with the awarding of the Clovis Municipal Schools Education Foundation grants.     CLOVIS — On Wednesday’s Planning and Zoning Commission meeting, commissioners unanimously disapproved rezoning a residential single family district to a mixed development district.     CLOVIS — A former church secretary was sentenced Wednesday afternoon for breaking the eighth commandment — thou shalt not steal — to a degree so great congregants fear she may have broken the church. Alice Phillips, 47, was sentenced to nine years in the New Mexico Department of Corrections, with four years suspended, on one count of embezzlement by District Judge Fred Van Soelen.
