    PORTALES — The Portales City Council on Tuesday unanimously decided its priorities for capital outlay projects. The projects were largely based off the Infrastructure Capital Improvement Plan (ICIP) the council approved at its Aug. 21 meeting. Wellfield improvements ($395,000 request) and fire protection and water circulation upgrades ($175,00 request) were given the top two spots.
