    BORGER, Texas — The Eastern New Mexico University rodeo team produced a quality showing at the rodeo hosted by Frank Phillips College in Borger, Texas, this past weekend. The women's team finished eighth with 55 points while the men's team had 10 points.     PORTALES — Tonight’s Portales City Council meeting will see an ordinance authorizing a loan of $1 million from the New Mexico Finance Authority to fund the construction of a fire substation.
