    Brian Stover graduated high school in Roswell. He comes from a large family where he's the third eldest of seven children. He met his wife, Stephanie, in college.     Staff Writer [email protected] It has been six months since Clovis city commissioners approved an ordinance that requires pet owners pay $165 for sterilization and vaccinations when adopting from the city’s animal shelter.     Clovis’ planning and zoning commissioners talked about drones last week. More specifically, they talked about whether they should try and control them. They can’t. And they should not. P&Z Commissioner Carolyn Spence said she’s heard complaints about the small, remotely controlled aircraft from area residents.
