    CLOVIS — Without a tie-breaker vote, the appointment of a citizen representative to the Public Works Committee was halted in its tracks Thursday evening at the city commission meeting.     TEXICO — A “New Legacy” is coming to Pleasant Hill Baptist Church. The church near Texico, located at 291 State Road 77 will host a performance by the New Legacy Project 7 p.m. Sunday.     CLOVIS — A man alleged to have broken into a home on the 2500 block of Ross Street was shot about 10 p.m. Wednesday, according to Clovis Police Chief Doug Ford.     In the first month of a resolution allowing certain New Mexico defendants to be released from detention centers without bail, eastern New Mexico residents displayed mixed feelings.
