    PORTALES — Eastern New Mexico University women’s basketball coach Josh Prock has been invited to speak July 25 at the Oklahoma Coaches Association Clinic, according to a release from ENMU.     PORTALES — The city of Portales’ proposed budget for the upcoming fiscal year calls for a 0.5 percent increase in spending. City Finance Director Marilyn Rapp said proposed changes include an increase of $44,972 in general fund expenditures. “We have some increases in salaries and other costs.
