    MULESHOE — Dirty dogs are coming clean at Scott's Car Wash in Muleshoe. Ronald Scott opened a dog wash at his location on American Boulevard nearly three weeks ago. He said it's been a hit.     Don Oppliger came from small origins and built a vast agribusiness operation, leaving a lasting impression on employees and neighbors alike. Oppliger, 68, was killed in a helicopter crash found Sunday morning in a wheat field in the southwestern area of Castro County, Texas. He was the sole occupant and pilot of the helicopter, and the crash is still under investigation.     PORTALES — The Roosevelt County Road Policy is back on the agenda for the county commission meeting today. The policy was tabled in April with commissioners debating the issue at a workshop in which they expressed concerns about making county residents pay fees for cattle guards.
