The House Armed Services Committee has voted to raise drug co-payments for TRICARE beneficiaries who have brand-name prescriptions filled at retail pharmacies or through the TRICARE mail order program. The committee also voted to help control Department of Defense drug costs by requiring beneficiaries who are eligible for TRICARE for Life, most of them elderly, to reorder all maintenance drugs through the TRICARE mail order plan for at least a year, after which they could opt out. Each year, Washington awards visas to immigrants who bring skills and qualifications prized by high-tech companies. This is an eminently sensible policy, since highly trained immigrants add greatly to the nation's stock of human capital and as a group, they have a high propensity to start companies of their own. ALBUQUERQUE — There's no question it's dry in New Mexico. Many will argue that's an understatement, including Gov. Susana Martinez. She has issued a drought declaration covering all of New Mexico. An interactive online crime reporting program used by the Clovis Police Department has been viewed 4,103 times since it was launched March 19, according to police Capt. Patrick Whitney. Whitney said data indicates use of the anonymous tip line has increased 24 percent since CrimeReports was launched. Volunteers collected 323 bags of trash during the May 5 Great American Cleanup in Clovis. Two hundred and fifty volunteers participated, according to Tabetha Leinberger, Clovis Parks and Recreation administrative assistant. As part of the event, the city waived dumping fees from noon Friday to noon Monday and collected 183.14 tons of garbage and 99 tires. The United Way of Eastern New Mexico is holding a seminar Monday on landlord rights and responsibilities. The one-hour forum, scheduled for 6 p.m. at Clovis Community College's Town Hall, will include representatives from Legal Aid, the Clovis Board of Realtors and Clovis Housing, and there will be a question-and-answer session following short talks.
