    PORTALES — Police on Tuesday announced they had obtained arrest warrants on four people in connection to a recent ongoing Portales homicide investigation. Three were in custody that afternoon and the only one still at large was arrested that evening.     CLOVIS — A “person of interest” sought last week in relation to a Portales homicide investigation was arrested Sunday afternoon following a vehicle pursuit that meanwhile involved a car crash with a Clovis police officer.     CLOVIS — Clovis city commissioners are looking at changing leash laws last altered in 1993, following a review by its animal control task force in February. Changes to the laws for animals running at large would require a leash for dogs, and removing cats from any leash requirements.     CLOVIS — The Curry County Commission declined to issue a disaster declaration as a result of the March 13 wind storm during Tuesday’s meeting. Dan Heerding, the emergency management director for the city of Clovis, said winds from the “bomb cyclone” reached 74 miles per hour due to an “almost record-breaking” drop in pressure.
