    The courthouse square was alive with creativity as kindergarten through college students wielded their chalk for the ultimate artistic expression at the Third Annual Sidewalk Chalk Competition. According to Dawn Wolf-Taylor, a board member of the Portales Arts Council, those in kindergarten through sixth grade were part of the free draw and were not eligible to compete for prizes.     LOVINGTON - Portales High's track teams finished third with 54 1/2 points in girls competition and fourth with 35 points on the boys side in Friday's Wildcat Relays, hosted by Lovington. Hobbs tallied 128 points to win a three-way battle with Clovis and Lovington, who tied for second at 125, for boys team honors. Clovis took the girls team title with 157 points to 144 1/2 for Hobbs.     Anyone who isn't convinced yet that the industry of college athletics is out of control need look no further than the recent debacle at Rutgers University. The New Jersey university is giving its former athletic director, Tim Pernetti, his $1.2 million salary, plus an iPad and laptop computer, his car allowance and more than two years of health insurance coverage just to go away.     Here is the first paragraph of a story published in a New Mexico college newspaper. The words are exact except for the last two, which I have changed to "you know."
