    The following were actions taken at the Portales City Council meeting Tuesday in the Memorial Building: • Councilors approved a resolution removing unpaid ambulance billing accounts from 2003-2013. The removal of uncollectable accounts has not been done in over 10 years, according to Portales Fire Chief Gary Nuckols, who added that unpaid balances total $887,444.     CLOVIS — An incident that led to a lockdown at Clovis High School on Wednesday resulted in a pair of arrests for juvenile offenses, but Clovis police said they found no firearm in connection with the incident.
