    County, city and local officials reported on the following at Tuesday’s city/county luncheon: • Clovis Municipal Schools Superintendent Rhonda Seidenwurm said the district will have about 100 fewer students in the coming school year because of Cannon Air Force Base’s transition to its new mission as home to the 16th Special Operations Wing.     Gilberto Reyes of Muleshoe is scheduled to die by lethal injection in Huntsville, Texas, tonight for raping, beating and strangling his former girlfriend more than nine years ago.     Clovis Community College is ahead of a state safety plan to prepare colleges for a Virginia Tech-type event, a CCC official said.     An Albuquerque jury will reconvene today to begin the penalty phase for Stanley Bedford, convicted last week of killing Odis and Doris Newman of Portales. The jury on June 14 handed down a guilty verdict for eight charges against Bedford, including two counts each of first-degree murder and kidnapping in connection with the March 3, 2005, deaths of the Newmans.     Portales High School student Isiah Lucero had the opportunity to spend a week on the University of New Mexico campus attending the Film and Media Bootcamp. “I enjoyed it a lot. Everything was planned out really good,” Lucero said of the boot camp.     Portales Police arrested two Portales residents Wednesday on charges of trafficking cocaine in connection with a seizure made last week, according to a Portales Police Department news release. Adrieanna Queen, 21, is free after posting a $50,000 bond. She was charged with one count of trafficking cocaine. Francisco Eric Ornelas, 20, remains in the Roosevelt County Detention Center with a bond amount of $50,000. He is also charged with one count of trafficking cocaine.     Organizations participating in the Curry County Fair in August will have to present proof of liability insurance before they can set up booths.
