    A presidential sequestration order will reduce payments to Quay and Roosevelt counties under the U.S. Department of Interior's Payment in Lieu of Taxes (PILT) program.     ARTESIA — A six-run rally in the top of the seventh inning Saturday lifted the Belen Eagles to a 12-11 victory over Clovis High in the third-place game of the Artesia Invitational.
