A Portales Junior High School student who didn’t intend to take an art class has won third place in a national aviation art contest. The week of Feb. 15, seventh-grader Kristen Wagner received a letter from Gov. Bill Richardson informing her that her drawing of three stunt planes in action placed in her age division. Proposed changes in the animal ordinance top the agenda Tuesday for the Portales City Council. The ordinance is was revised by Portales Police Chief Jeff Gill. The council is seeking public comment on the changes.
