The Alternative Sentencing Programs and Educational Networks of New Mexico (ASPEN) has been giving people convicted of crimes the chance to turn around their lives for the last seven years. District, magistrate and municipal judges in Roosevelt County often sentence offenders to attend the program in conjunction with paying court costs and often instead of jail time. It costs taxpayers $250 dollars to arrest, book and transport a person to jail, with an added $50 for daily upkeep of the person, according to the ASPEN Web...
We watched our grandson play his last football game. Jody, being a senior at Abilene Christian University, played his last game just like he had played his first freshman game: 100 percent heart. Even though it was Jody’s “last time” to play, it was also his first time to pursue the next stage of his life … his career, his opportunities and the following of God’s plan for his life. What a thrill we had watching our granddaughter, Traci, perform in the All School Symphony Concert in Amarillo. It was deja vu for...
Many Roosevelt and Curry County dairies and feedlots are still waiting to feel – maybe a better word in this case is “sniff" – the impact of a new federal regulation on reporting air emissions. At issue are two major byproducts of cattle operations – emissions of ammonia and hydrogen sulfide. Both gases come from manure. The new Environmental Protection Agency rule went into effect Jan. 20. All farms are exempt from reporting emissions from animal waste under an environmental law, according to information...

The Human Rights Campaign, the nation’s largest lesbian, gay, bisexual and transgender (LGBT) civil rights group, issued a statement today regarding a vote in New Mexico’s state Senate on the Domestic Partner Rights and Responsibilities Act, which would allow lesbian, gay, or straight couples to enter into domestic partnerships and receive rights, benefits, and responsibilities under state law. The Senate voted 25-17 against the legislation. “This is obviously very disappointing news, and I share the sadness of...

Clovis and Portales are getting in line for their share of almost $40 million in stimulus money about to be distributed in New Mexico. New Mexico is set to receive the federal stimulus money to improve water quality, drinking water infrastructure and sewage treatment systems. Municipalities have until Monday to submit applications, according to Karen Gallegos, the state environmental department’s director for water and wastewater infrastructure development division. However she said Clovis is in the pipeline to receive the...
A Clovis man was sentenced Wednesday to 59 years in prison for kidnapping and raping a woman more than two years ago. Last week, a jury convicted Anthony Morgan, 36, of kidnapping, criminal sexual penetration, two counts of aggravated assault, one count of aggravated battery and six counts of assault against a household member. In October 2006 a woman reported to police Morgan started an argument with her, then forced her to drive him around Clovis for several hours, beating her and threatening her with a gun. The woman said...
Open-government and press advocates say proposed new exemptions to the state’s public records law have made a good government bill turn bad. House Bill 507, sponsored by House Majority Leader Ken Martinez, D-Grants, aimed to speed up the response time for getting public records, as well as make clear that e-mail can be used to make a formal request under the act. But a committee substitute for the measure being pushed by executive agencies under the Richardson administration stripped out the quicker-release-of-records...
Some senators and domestic-partnership advocates said Thursday's lopsided defeated of a bill to establish domestic partnerships in New Mexico was due to the New Mexico Conference of Catholic Bishops, which had been neutral on the issue in previous years, coming out against the bill this time. Meanwhile, a lobbyist for the organization said after the vote that the bishops and supporters of Senate Bill 12 had tried to hammer out a compromise bill during the 24 hours leading up to the vote. But the efforts fell short, sad Allen...
