    I am frequently amazed that more people don't see the fundamental folly in permitting a branch of the government — the Supreme Court — to claim to have the final say in whether or not a particular law is constitutional. That power wasn't granted the court. The justices grabbed it for themselves, in the "Marbury v. Madison" decision in 1803, the case that established the basis for judicial review.     BRUSSELS — A former Cannon Air Force Base group commander is the likely choice to become commander of all U.S. and NATO forces in Europe, a senior NATO official said Thursday. Gen. Philip M. The intensity continues as the crew of Baltimore investigators watch the inner workings of a shipping yard and its stevedores as foreign women are transported in containers for the sex trade, along with numerous other "products."     Portales High senior Kaleigh Johns said it took endurance, energy and passion to deliver a great performance at the Dallas Cowboys Cheerleaders Nationals competition, a performance that earned them second place in their division.
