    PORTALES — The city of Portales may see a gross receipts tax increase soon with the city council issuing a notice of intent to do so during its regular meeting this Tuesday, The increase will need to be approved by a majority of the council when it comes to a vote and will not exceed a 0.6125 percent increase.     CLOVIS — Employees with the city of Clovis have a new way to take advantage of retirement plans, and they don’t have to retire to use it. The Clovis City Commission unanimously approved a series of changes to the city retirement plan offered by the ICMA Retirement Corporation. The one that drew the most discussion was a benefit that would allow city employees to take out loans against the 457 deferred compensation plan balances they’ve already built.
