    A local committee has hired a consultant to help implement recommendations made in its study, which address the growth of Cannon Air Force Base and how it affects surrounding communities.     While I was taking the ornaments down from my Christmas tree last week, I started thinking about how much easier it is to take it all apart than to put it all together. I just methodically take the decorations from the tree, drop the hook in the box, and place the ornaments in their piles. Nothing to it. But it's a different story when the tree is being decorated.
