TUCUMCARI — An Arizona man jailed for a crime he didn’t commit has alleged “grossly unsanitary conditions” and lack of precautions taken during the COVID-19 pandemic at the Quay County jail. Court records show Michael Lowe, 46, of Flagstaff, Ariz., filed a lawsuit against American Airlines in Tarrant County, Texas, through his Dallas-area lawyer, Scott Palmer. A Tucumcari man rescued from a steep ledge on Tucumcari Mountain after becoming stranded there for hours recently had been denied access by one of the mesa’s owners earlier that day. Daniel W. Pennison, 43, was booked into the Quay County Detention Center on March 14 on charges of criminal trespass and resisting, evading or obstructing an officer. Both are misdemeanors. A Tucumcari native was Albuquerque’s first homicide victim of 2020, according to the victim’s uncle. Vicente Christopher Romero-Lopez, 23, of the Albuquerque area died about 2 a.m. New Year’s Day in the driveway of a townhouse after he was shot to death. A second man a short time later was dropped off at Presbyterian Hospital in Albuquerque with a gunshot wound but was expected to survive. Albuquerque police are investigating the homicide.
