Curry to consider harder stance on alcohol

CLOVIS — Curry County is taking a harder stance on alcohol service at the Events Center and Fairgrounds, based on the terms of a modified management agreement due for consideration at this morning's County Commission meeting.

The Beer Garden new to the 2017 Curry County Fair will have been a one-time event, and financial penalties for at-fault alcohol citations are made explicit in the agreement scheduled for discussion and action today from commissioners.

The modified agreement with Spectra Venue Management for the Events Center and Fairgrounds extends the county's existing relationship with the company two years, for a period ending Dec. 31, 2019.

It sets a Fixed Management Fee of $7,000 per month and lists a $12,000 annual qualitative incentive fee, the latter to be earned based on various criteria being met in the 2018 and 2019 operating years.

That criteria includes "no alcohol citations with a finding of liability during the year," with a $2,000 reduction from the incentive fee for each such citation that might occur.

Two alcohol-related citations were served on the Events Center this summer (one of them during the fair) but both are still under review and neither have resulted in a determination of liability, County Manager Lance Pyle said Monday.

The agreement also eliminates all references to the "Beer Garden" new to the fair this year, but specifies that beer and alcohol will still be permitted to be sold in the Events Center during the fair.

The decision to exclude the Beer Garden from the new agreement was based on feedback from county commissioners, Pyle said.

The Curry County Commission meets 9 a.m. today at 417 Gidding Street. Other items scheduled for the meeting:

• Updates on the Detention Center Addition and Renovation project from Ted Shelton.

• An executive session concerning "pending or threatened litigation and limited personnel matters."

• September report on the Curry County Adult Detention Center from jail administrator Mark Gallegos.

• Road Department report from Road Superintendent Dennis Fury.
