City of Clovis updates benefits, compensation

CLOVIS — The Clovis city commission approved recommendations Thursday night from a position classification review, employee benefits and compensation plan study.

The study prepared by S Resource, Inc. of Santa Fe provides the city with 130 specific positions — each with a minimum, midpoint and maximum salary listed. The study was first requested by the city commission in June 2016.

Interim City Manager Tom Phelps planned to discuss the matter with department heads Monday.

Under the plan approved by the city commission Thursday night, any employee below 78 percent of the midpoint salary shall be brought to their minimum. For any employee with at least six months of service:

• Employees between 78 and 89.999 percent of midpoint receive a 4 percent increase.

• Employees between 90 and 99.999 percent of midpoint receive a 3 percent increase.

• Employees between 100 and 109,999 percent of midpoint receive a 2 percent increase.

• Employees between 110 and 120 percent of midpoint receive a 1 percent increase.

• Employees above 120 percent of midpoint receive a payment equal to 1 percent. The current salary is frozen until the rates catch up.

The plan will cost an additional $560,000 for the remaining fiscal year, and $742,000 annually.
