What about the property rights if his neighbors? Don't they have the right not to live by junk that certainly contains rodents? I'm sure those city ordinances existed when Mr. Hayes began stockpiling junk; if not at the beginning, certainly during the accumulation. Most, if not all, counties don't have similar ordinances. Go out of the city limits if you want to save your treasures and allow your current neighbors to enjoy the same rights you're asking for.
