Curry County Sheriff Wesley Waller issued a news release Tuesday afternoon reporting "as a result of the on-going investigation into the murder of Ismael Zachery Martinez, Cesar Rascon-Chacon, 23, has been arrested and charged with murder, a first-degree felony; felon in possession of a firearm, a third-degree felony and tampering with evidence, a third-degree felony."     The city of Clovis has issued a wind-chill warning until 11 a.m. Friday. "Very cold wind chills expected," the city reported. "Wind chills dropping to around 20 below zero ..." Forecasters said northern Quay County could see wind-chill factors of 25 below zero at times between 5 a.m. Thursday and 11 a.m. Friday.     Close to $280,000 will be given to the Curry County Sheriff’s Department from the state’s Law Enforcement Fund created by Gov. Michelle Lujan Grisham earlier this year.
