Nine others were also arrested at Phillips’ home and charged with disorderly conduct.     Staff report The New Mexico Department of Transportation is advising District Two Adopt-A-Highway program members to schedule their last fall pickup event before winter. So far in 2016, the district has collected about 40 tons of trash from 216 volunteer groups over 250 miles of adopted highways.
