    "Happiness is worth a lot to me," a good friend, colleague, and mentor of mine once told his boss as he made a decision that would lead to his leaving the company. "Well, so what?     Doug Redmond is the choice to replace retiring Portales City Manager Tom Howell. The Portales City Council voted unanimously Tuesday night to approve Redmond as the city's new manager. Redmond will resign as Roosevelt County Community Development Corp. director on June 30 and will start with the city on July 1 at an $82,000 salary.     More than 100 eastern New Mexico residents packed the North Annex of the Clovis-Carver Library Tuesday to get educated about the lesser prairie chicken and what it means to the region.
