Bullocks' image of an injured library worker being carried to an ambulance won the news category of the NNA's quarterly contest.     CLOVIS — The Curry County Road Department will soon be closed Fridays, a change intended to streamline its operations, as approved Tuesday by the Board of Commissioners at their regular meeting.     PORTALES — A Portales water line that broke Tuesday morning was ruptured in the process of searching for another leak, city administration officials said.
