    CLOVIS — The alcohol citation issued during the Curry County Fair last week was the second served on the Curry County Events Center in less than three months, officials confirmed on Wednesday. Events Center General Manager Joelle Reed said Wednesday that state police also issued a citation June 3 for serving an intoxicated person. Details on that citation were not immediately available from Reed or officials of the state Regulation and Licensing Department, who said an investigation was ongoing.     PORTALES — A Portales road will be closed Friday for the purpose of installing a tap to the city’s water line, city officials said.
