By an overwhelming majority of 66-7, members schools in the state have voted to confirm a new calendar that will go into effect for the 2018-19 school year and beyond.     Changes to statewide bonding procedures allowing certain defendants to be released without bail came into effect July 1. While the new system is young, it has already garnered a strong reaction.     MULESHOE — An outbreak of the plague among prairie dogs at the Muleshoe National Wildlife Refuge is a far cry from the Black Death of 14th-century Europe. But officials are still closely monitoring the situation.     Two ‘fugitives from justice’ arrested in area Curry County sheriff’s investigators made two unrelated “fugitive from justice” arrests this week. On Thursday, investigators arrested Marcos Rodriguez Aparicio, 30, of Kennewick, Washington, charging him with being a fugitive from the state of Washington. “Aparicio was located and arrested at 99 Spur Road, in the Ranchvale area,” a sheriff’s news release said.
