    CLOVIS — Police on Friday afternoon arrested a man suspected of shooting his girlfriend southeast of the Clovis Area Transit System station. Chief Doug Ford said officers arrested Joshua Martinez about 2:30 p.m. He is suspected of shooting Charity Helker about 1 p.m. Helker suffered wounds to her head and wrist and was in surgery, Ford said.     CLOVIS — The city Planning and Zoning Commission decided Wednesday it will not endorse a proposal for a developer to build more housing units in a Clovis neighborhood. About 20 residents filled the commission meeting, voicing concerns over crowding, increased traffic and property devaluation.     PORTALES — Eastern New Mexico University is searching for a new cross country and track and field coach. Danielle Kcholi, who has served in the position for the last three years, turned in her resignation, effective June 30.     Local radio station Rooney Moon Broadcasting won Station of the Year awards from the New Mexico Broadcasters Association at their Excellence in Broadcasting Awards ceremony on June 2, according to the NMBA website. Rooney Moon won the award in two different categories for both their Clovis and Portales stations. Michael Hawthorn, who works in the city Information Technology Department was recognized at the Clovis City Commission meeting by commissioner Tom Martin.     A national study of family and child well-being has found that New Mexico ranks second to last behind Mississippi, and Curry and Roosevelt County are not faring much better than the average.
