    TEXICO — Those who knew him described Lewis Cooper as a lifelong community servant, a compelling leader and a role model. For over 50 years, Cooper worked with the Texico Fire Department. Until his death Monday at age 78, he had been the chief there since 1989. Anne Cooper, his wife of 39 years, said her husband fell, hit his head and went into a coma on June 3.     PORTALES - Routine maintenance to city fire hydrants has revealed eight are leaking and in need of repair, Public Works Director John DeSha said on Tuesday.
