    Staff report New Mexico Gov. Susana Martinez, as expected, issued a call Friday for a special session of the state Legislature. The Legislature will convene noon Monday, with business to include just three items: • A $295 million capital outlay package. • A package of business tax incentives. • General fund allocations of $300,000 towards the Administrative Office of the Courts and $4 million to the Department of Health. Senate Minority Leader Stuart Ingle, R-Portales, said there was a good chance the session would be done...
